How could restaurants reopen during a pandemic?

Safely.

Ok.  I've worked as a waitress before.

Think about how restaurants are operating now.

Answer:  customers use Enclosed SPACES......their vehicles.

Now recreate this SAME effect inside the business.

ENCLOSE the table areas.  Physical barriers between customers and between server and customer.

Also provide privacy "face shields" while eating (a folded face shield to set on the table and area where the customer eats)

The store could provide a. a special bleach water wash basin at each table to remove dishes from table (so the server doesn't have to touch plates and items) or b. use only disposable items

The barriers may be decorative or they may be plain.  It is up to the business.

The barriers should be washable with easy wash by Lysol or bleach water solution.

what about bathrooms!!

Bathrooms will need to be locked at the time!

A bathroom key is available for emergency only.

Each stall used will need to be marked for cleaning after each use!

Provide a dish pan and pourable water, soap and towel at each table for cleaning hands (better than just alcohol hand sanitizer).  A spray bottle with plain water could work too.  (replace and clean after each customer)

what about large business style restaurants (the ones where a person waits in line for a table)

Answer: Out door spaced customers only if crowded area.

6 ft or more distance with privacy screen waiting spaces.

The best option is this....

offer curbside dining as well as screened areas....mix and match takeout dining.

To save cost on continuous disposable items offer "returnable items" (cheaper version of plastic or dining ware).  The customer may take the item home, but when the customer returns the items, place in bleach water solution immediately upon returning the items.

Place items on one single dining tray per customer along with their privacy eating screen (encloses the customer in area).

Example: an outdoor dining area without server.

What about dining in areas that are not the best places....and customer needs to ensure safety?

The customer should bring along his or her own "safety screen."  There really is no way to ensure full safety when eating in public without the safety screen

Maybe write a letter to local govt' describing the details which would ensure proper safe reopening.

The govt' should ensure full safety until the disease has dissipated around the world (as travelers often eat out).
